There are two distinct home care benefits for Veterans. Veteran Care Agreement (VCA) and Community Care Network (CCN).
The CCN program is administered by United Healthcare/Optum for those veterans eligible and acts similar to an HMO.
The VCA program is administered by the VA and similar to the previous Homemaker and Home Health Aide program. It is designed for Veterans who need skilled services, case management, and help with activities of daily living.
